San Andreas, CA...It was another episode of the Calaveras Reality Show otherwise known as the Tuesday Board of Supervisors Meeting in San Andreas. This one had it all from rowdy public comments to weighty budget issues with a foretaste of potential budget showdowns of the future. The Supervisors recommended to their department heads to look at reducing their costs by 17.5% again this year. SEIU also sent some preemptive shots across the bow before the budget negotiations have even begun with some tough rhetoric...

"Editor: Just over four years ago, the Community Action Project began advocating for a comprehensive update of the County's General Plan with broad based and meaningful public participation in the process. Back then, the County was buried under by applications for large residential development projects. The County General Plan – which is still in effect until a new one is approved - was based on land use projections dating from 1985. It was and is not useful as a tool for planning growth. When the County hired Mintier and Associates to analyze the General Plan from a legal standpoint, they determined that it is internally inconsistent, incomplete, and “not useful.” It is a lawsuit waiting to happen. Yet, this was the document available to guide Calaveras County while its population nearly doubled in the last ten years.....

"Editor: After observing the first planning workshop in Murphys I am more convinced than ever that the Calaveras Board of Supervisors must act now to terminate the contract with Mintier Harnish and end this monkey motion. Since 1916 in New York when the first zoning ordinance was passed it was obvious that zoning ordinances were not perfect. Sometimes requirements cannot be met and best use of land languishes because of a parcel’s peculiarities or un-anticipated changes in the neighborhood, the economy or demographics. Therefore, flexibility is needed in the zoning laws. Complex rules and rigid enforcement cause economic stagnation and unnecessary hardship on property owners and with no benefit to society whatsoever.....

Govvernor Arnold Schwarzenegger today announced President Barack Obama has declared a major disaster declaration for Calaveras, Imperial, Los Angeles, Riverside, San Bernardino and Siskiyou counties after winter storms pounded the state beginning in January. This declaration will release federal funds to help communities recover from the effects of these storms....

Sacramento, CA...New Surcharge Proposal. The Governor proposes to levy a surcharge on all residential and commercial property insurance policies in the state. The surcharge rate would be 4.8 percent of the premium amount. The administration estimates that such a surcharge would generate about $238 million in the budget year and about $480 million per year thereafter. How the New Revenues Would Be Used. As shown in Figure 10, revenues from the proposed surcharge would be used to offset $200 million of General Fund costs in the budget year. In subsequent years with full-year surcharge revenues, the revenues would be used to offset General Fund costs ($219 million) and to augment state program expenditures ($73 million) in three emergency response departments (primarily CalFire). ..

Arnold, CA...On Sunday, March 07, 2010 at approximately 7:00pm, the Calaveras County Sheriffs Offce received a report of five missing juveniles who had not returned after takig a hike in the Arnold Area. The Juveniles were reported to be wearing light clothing, and carried minimal supplies. They were not equipped to spend the night outdoors. A Deputy was dispatched to meet with the parents of the missing juveniles, and learned that the five males, who raged in age from 14 to 16, had left Arnold area at 1:30 pm to hike in the area ofthe Arnold Rim Trail....

Washington, DC...This week, I asked Congress to schedule a final vote on reform that will give families and businesses more control over their health care by holding insurance companies more accountable. This comes after nearly a year of debate, as well as a seven hour summit with Democrats and Republicans where we had a public and substantive discussion on health care. Since then, I’ve said that I’m willing to incorporate some ideas offered by Republicans, and we’re eliminating special provisions that had no place in health care reform...
