Calaveras County, CA.....This report has been prepared in preparation for the Study Session with the Calaveras County Board of Supervisors on February 9, 2009. The purpose of the Study Session is to provide an update to the Board and the community as to the progress, status and issues relating to the design and construction of the new County Jail and Sheriff’s Administration Building.

It was my uderstanding the jail bond we voters approved was for a "certain amount" that was for the jail ONLY.Now i hear the board of supervisors is "taking" from that bond fund and using the a portion of that fund to improve the roads throught the entire government center.According to the sheriff the jail will be new,just not as nice.I call mis-appropriation of voter approved funds.

Nothing those clowns do surprises me anymore. If it doesn't make good sense they will do it. Even if it is against the law. They've been getting away with wrong doings for so long , they just don't care anymore.

We voted for a new jail only not an empire. The empire generated the new road so measure J should pay for it. The residents of Calaveras County are taxed out. Build a jail only and not an empire.

The county and/or sheriff should appoint a Bond Oversight Committee to make sure the funds are spent as promised. The school districts have one and those volunteers are making sure voter-approved projects are getting done.
It's called TRANSPARENCY. A skill Downum hasn't learned yet in his three terms as sheriff.

SAN ANDREAS - Calaveras County supervisors Tuesday suspended for a month further design work on a $58 million jail and criminal justice complex, saying they need answers on how the state government will dole out its $26 million share of the project - and even whether California will be able to sell the promised jail construction bonds at all.
Construction on the facility was supposed to begin this year.
"We are going to be hung out to dry," said Supervisor Gary Tofanelli.
Tofanelli, who owns a steel construction business, said his company would not have proceeded this far into a project without a firm contract on funding.
Calaveras County has already spent about $3.5 million on the effort to build the jail, along with a Sheriff's Department administration building and dispatch center. That money has gone to design and management fees and to paying San Andreas Sanitary District for sewer capacity.
Calaveras County voters in November 2007 approved a $31 million local bond measure to fund construction of a jail and other public-safety facilities.
The county's 65-bed jail is so small that hundreds of inmates are released early each year.
Tuesday, the supervisors convened a study session. For the first time, they began discussing the conditions under which they might pull the plug on the jail project entirely - or redesign it to be built only with local dollars. Issues they discussed included:
» State rules allowing only quarterly reimbursement of jail construction funding, forcing the county to front as much as $5.8 million to pay monthly contractor bills during construction.
» State government's recent freezing and elimination of some other bond-funded projects, and the chance that could also happen to the AB 900 funding for jail construction.
» The possibility that legislative gridlock, the election of a new governor and ongoing financial woes could render California so unworthy of credit that the state won't be able to sell bonds.
"To get down the road and then have AB 900 disappear would leave us in a very precarious position," said Supervisor Tom Tryon, referring to the 2007 bill that authorized allocation of about $1.2 billion for jail construction statewide.
San Joaquin County is scheduled to receive about $80 million in AB 900 funding for jail expansion.
Even if the state comes through with its share of the funding and the jail gets built, some Calaveras County supervisors are worried that the county won't be able to come up with enough money to hire staff for either a 160-bed or a 240-bed facility, the two configurations under consideration.
Some state documents have stated that the county would be obligated to "fully" staff and operate the jail within 90 days of its completion in late 2012. That would require hiring up to 26 additional employees and spending an extra $2.5 million to $4 million a year, according to county staff estimates.
Sheriff Dennis Downum said that mandate "has the potential for closing down the project."
Downum also said he and other county officials believe the documents are in error, requiring counties to promptly operate jails without requiring them to be full.
Two Calaveras supervisors, Merita Callaway and Russ Thomas, said they still believe design work should proceed.
Callaway said she fears that the roller-coaster nature of California's finances could cause her colleagues to give up hope prematurely. "If we don't proceed, we will not have a project," Callaway said.
Supervisors Tryon, Tofanelli and Steve Wilenskly formed a majority to oppose spending more local funds until after a meeting with state officials on Feb. 25 and a meeting of the California Corrections Standards Authority Board on March 11. Financing answers are expected at those meetings.
Meanwhile, San Joaquin County officials are also trying to figure out where to get the estimated $47 million a year in additional funding they will need to staff an expanded jail. San Joaquin officials and representatives of police departments meet one week from today to discuss whether they should ask voters to authorize a sales tax increase to fund that cost.
